Frank Rock is a World War II veteran who has military ties, has been involved with Easy Company, Amanda Waller, and the Suicide Squad, which gives him multiple "ins" to Arrow.

The Easy Company group was name-dropped during Arrow’s Season 2 finale, whilst Amanda Waller has appeared at regular intervals during the shows run. As for the Suicide Squad, we’ve seen a couple of different incarnations of the rogue team-up so far, too.

With the way that Arrow has used the character of Diggle, we’ve been given a military angle in the show as we’ve got to look at his past moments of serving his country in Afghanistan. Then there’s also the slightly different methods of Arrow’s General Shrieve and The Flash’s General Ealing that could come in to play, not to mention A.R.G.U.S. could be another route for Sergeant Rock to make his debut.

All in all, there’s multiple ways that Sgt. Rock could be factored into either of The CW’s DC shows.
