Its a possibility. The whole ethos behind the original Psychic Circus is seen in a 1960s Hippie kind of fashion. Since Doctor Who started in the 1960s, this seems like an obvious connection to make. Flowerchild and Bellboy are among the originators of the Circus and they are still filled with a sense that things can be how they once were. Which, of course, has to mirror the Doctor Who production team who were fighting against external forces dooming them to failure, still clinging to a vision that looks increasingly out of date in an uncaring universe/TV schedule. Its not a direct comparison, perhaps, but it is one worth considering if fans are to view The Greatest Show in the Galaxy as a completely meta-story; one that reflects the feelings of Doctor Who at the time of its filming and broadcast.
