9. Lady Shiva
Sandra Wu-San is one of the greatest hand-to-hand combatants alive, often cited as one of the few who can best Batman in a one-on-one fight. Shiva represents the exact type of Batman villain that Arrow has been quick to poach. Shes recognizable to die-hard fans but to the casual viewer, she can easily be repurposed to fight the archer instead. Despite being a Batman foe, her roots are actually already fairly entrenched in the Arrow universe. Her major introduction into comics featured Black Canary journeying to her village in order to be trained by her. Likewise, she has a long history with the League of Assassins. With such a focus on the supernatural this season, its important to keep the show grounded in the action that made it a success in the first place. Lady Shiva could present a purely physical threat that would briefly re-establish Oliver as the capable fighter we know him to be.
