Who else would cackle with glee the destruction of all reality? Only Davros. He is a being that exists purely for destruction at this point. He gives one the impression of being someone addicted to murder for the sake of murder. One picture that his average breakfast involves strangling a kitten. And, man, is he ever ham. He's clearly a man madly in love with his own monologues, which is always a great sign for ham-spotters everywhere.
