2. Weeping Angels (Blink)

Don't blink.

Definitely the strongest of the Doctor-light episodes, and considered the magnum opus of Steven Moffat, the Weeping Angels stayed in the nightmares of everyone.

A race of quantum-locked creatures from the dawn of time, and supposedly known for being kind murderous psychopaths, they zap their victims back in time, permitting them to live out their lives in full. As seen with the endearing character Billy Shipton, and the beloved assistants Rory and Amy.

The scariest aspect of them is their incredible speed, able to travel great distances between blinks (which last approximately 300-400 milliseconds).

Their first appearance in Blink was definitely them at their scariest, and in later episodes, it is revealed that the image of an Angel is, in itself, an Angel.

They can also posess pre-existing statues, as Statue of Liberty also ends up becoming a Weeping Angel (which actually knocked them off the top spot of this list).
