3. Should - The Sycorax
The Sycorax were the first alien race for the Tenth Doctor to face, not even allowing him any time to rest and recover from his regeneration. Arriving on Christmas Day, the Sycorax began one of the largest hostage situations ever seen, demanding a half of the population as slaves or they'll use their blood control to order a third of the population to kill themselves.
The newly regenerated Doctor is able to defeat the Sycorax in a fantastic sword duel which sees him lose his hand but still win. As the Sycorax honour the duel and begin to retreat, Harriet Jones orders Torchwood to destroy them. It's brilliant first story for the Tenth Doctor, but it's a real shame that we haven't seen The Sycroax return.
Their ships are carved out of asteroids, they have a really distinctive design and they have a religious-warrior culture that leads tribes to leave their planet to plunder other civilisations. There just seems to be so many different avenues to explore with this race of space raiders. Perhaps they want vengeance for what Harriet Jones did back in 2005, or perhaps The Doctor can encounter a random tribe in space. Whatever the writers wanted to explore, the choice is theirs. Just bring The Sycorax back!
