5. Lucy Saxon (Alexandra Moen, The Sound Of Drums Two-Parter, The End Of Time)

Doctor Who Lucy Saxon What? Lucy Saxon? Seriously, out of every villain in the revival series? She's only in three episodes and last time we see her she sort of gets disintegrated in the first ten minutes of the season finale. We often think of Lucy as nothing but a dark reflection of the usual Doctor-Companion dynamic, or a vague (and unsuccessful) attempt at mitigating the sexual tension between the Doctor and the Master. But let's face it, she plays a pretty tricky role €“ pretending to be the upper class, "not particularly bright" trophy wife of Prime Minister Harold Saxon whilst secretly being privy not only to his plans as the Master, his "faithful companion" and in full knowledge of the end of the universe. Then, in the space of an episode she goes from someone who dances as the world is destroyed to an abused and broken woman who ends up shooting the Master. Being able to imply spousal abuse with only facial expressions in a family timeslot is something that needs to be applauded €“ she's one of the most tragic villains of modern Who and as a normal woman turned into a weapon by Time Lords, she could almost be foreshadowing for the actions of the Doctor's Companions in Journey's End. And then, in her return in the End of Time, she comes closer to killing the Master again than anyone. Well done, Lucy.
