4. Eoin Colfer
While almost strictly a novelist (and having never strayed into screenwriting) Eoin Colfer still stands out as being an excellent candidate for Doctor Who showrunner. Even if he found it too difficult to write the scripts for episodes, many television series have a showrunner that serves simply to write the outline of episodes and give them to a variety of writers to flesh out (see Dan Harmon on page 1). He has penned eight very successful Artemis Fowl books, in addition to being personally asked by Douglas Adams' widow to write a sixth installment of the Hitchhiker's Guide to the Galaxy series. Finally, just a while back he was asked - as part of the Doctor Who 50th Anniversary celebrations - to write a short story featuring the First Doctor. His story "A Big Hand For the Doctor" was released in January 2013, and it received considerable acclaim.
