4. Less One-Off Guest Characters, More Recurring Players

Most Doctor Who episodes introduce a ton of one-off characters, many of whom have a single function - to serve as cannon fodder for the villain.

However, it looks like this will also be changing in Series 13. Well, there'll undoubtedly be a lot of cannon fodder for the bad guys to exterminate/delete/tissue compress, but according to Chibnall, "quite a few" of this year's guest characters won't just be one-offs - they'll actually recur across multiple episodes instead.

Doctor Who has had plenty of recurring guest stars before (like Ashildr in Series 9, or Adam Mitchell in Series 1), and considering the serialised nature of the episodes, it makes sense for there to be quite a few ongoing characters.
