Before Series 13 started airing, executive producer Matt Strevens dropped an interesting comment about the involvement of the Weeping Angels:

"We’re bringing back the terrifying Weeping Angels who have a very sinister role to play, and a very different role to play. It’s quite an interesting development to their story if you like."

What exactly he's referring to will become clearer in the coming weeks, but what if that "interesting development" is to put the Angels in league with the Doctor?

Okay, maybe don't make them clear-cut allies, but there's a chance that the two parties' goals will align. After all, the Angels munch on time energy, and the Flux is currently tearing time apart - so what if the Angels actually want to fix time, sending everything back to normal so they can continue to enjoy their feast?

The Angels can manipulate time like almost no other beings, so they're definitely well-equipped to help out here. Hell, to give them extra motivation, maybe the Flux has destroyed their homeworld. Either way, the idea of the Angels mounting a last-ditch attempt to protect time certainly plays into Strevens' comments.
