7. DOWN - "I'm The Governor"

And while we're on the subject of very human problems, the end of Lucky Day, in which Conrad is recruited by Mrs Flood, further undermines the episode's power. Conrad Clark is a hugely compelling villain because he doesn't have magic powers, a deal with a nefarious alien paymaster, or access to otherworldly technology. He's terrifying because we all know so many personalities like him.

There's a version of Conrad's story where he becomes a political prisoner, with his fans and allies in Westminster campaigning for his release. A world in which he becomes the next Harold Saxon or Roger ap Gwilliam. Instead, Conrad is recruited by the exhaustingly enigmatic Mrs Flood, masquerading as a prison governor.

The involvement of Conrad in the impending battle between the Doctor and Mrs Flood reduces him to a henchman rather than an impactful villain in his own right, thereby undermining some of the power of Lucky Day.

Hang on, though. A female prison governor who breaks someone out of their cell to help with their dastardly plan, now where have we seen that before? Does this allusion to The End of Time confirm that it's Mrs Flood who retrieved the gold tooth in The Giggle? Time will tell.
