8. Android 17
One of Dr. Gero's androids, Android 17 is the ring leader of the others after he revolts and kills Dr. Gero. However, unlike the other androids, 17 and 18 are actually cyborgs. They weren't built from the ground up like Dr. Gero's other creations, and aren't full machine. Instead the two were teenage twins that were kidnapped and modified by Gero. Ultimately, 17 and 18 are meant to be absorbed by Cell in order to power him up and create the ultimate weapon against Goku.
Even after the death of their creator, the androids continue on their quest to kill Goku, with 17 calling it a game. On their quest, Android 17 easily overpowers Piccolo in a fight, thanks to his infinite energy reserves. However, it is due to this fight that Cell is able to track down the android and absorb him in his quest to become Perfect Cell.
