Falcon & The Winter Soldier: 10 Characters Who MUST Appear

Last we saw Helmut Zemo, he was in the custody of the Joint Counter Terrorist Centre, locked in a box where he was mocked by Everett Ross. As we learned in Black Panther, hardly a week had passed before Ross was tasked by the CIA to capture Ulysses Klaue, though the agent got more than he bargained for when he was taken to Wakanda, later assisting in stopping Killmonger.

Though Ross hasn't been seen since the events of Black Panther, nor was it confirmed whether he was snapped away or not, the apparent impending escape of Zemo seems like the type of event that might turn a few heads at the CIA. To that end, Ross' history with Zemo, albeit as brief as it was, feels like enough reason to bring him into the picture if a manhunt was to unfold.

Not to mention, the incoming return of Sharon Carter, who - according to actress Emily VanCamp - ditched her CIA gig to go on the run following Civil War would be another interesting avenue through which Ross could resurface. The two worked together, and if the CIA is obsessed with finding her despite all that's happened - see: the Decimation - Ross could be who they turn to to bring her in once they get a clue as to her whereabouts.
