Description: City Guard, in his 30s. This guy will intercept “a suspicious-looking person on his nightly patrol.” He’s got an RP accent and will shoot for a week in mid-October.

Who It Could Be: The first thing that springs to mind here is City Watch. Tyrion may have done away with Janos Slynt and the Gold Cloaks, but now Cersei is in charge, and with a fragile regime at that (and probably an increasing paranoia) then it'd make sense she'd look to add a bit more security to King's Landing.

Once more, the other possibility is Oldtown. As mentioned, it needs populating, and it's another place that you could find well-spoken city guards.

As for the person they intercept, there are a few contenders depending on location. If it's King's Landing, then there's always the possibility of it being Arya, sneaking in to kill Cersei, but it's hard to imagine her being captured (and I don't think she'll actually head to KL). For both King's Landing and Oldtown, it could be one of the Sand Snakes. Sarella Sand is widely theorised to be at the Citadel in disguise, so it could be her arrival, or it could be a Sand Snake heading to KL ahead of Daenerys arriving in Westeros.

Another idea that could be quite interesting is that the person is Jorah, trying to enter Oldtown as he searches for a cure to greyscale. If you're looking for knowledge, then there's no better place to go looking than the Citadel, and he'd fit with looking suspicious (especially since he's partially made of stone).
