21. Jaqen H'ghar

You might not actually have seen Jaqen H'ghar's face in season one, but he did appear as part of the trio of Yoren's prisoner "volunteers" for the Black Watch in the final episode. He just had a hood over his head to add a little to the mystery of his origin.

From there, he became a far more active player, initially becoming a very interesting part of Arya's story, as he killed off her terribly chosen targets as payment for his freedom. Why she didn't choose Cersei will forever be a point of frustration for all fans of those characters who've died by her hand since.

But then, after fulfilling his vow, Jaqen went badly off the rails as the mysterious, aloof teacher of the ways of the Faceless Men, seemingly trapping Arya in a dead-end story arc that was an unfortunate low-point for season 5. A man could have been so, so much more.
