20. Bran Stark

Were it not for poor Rickon, Bran Stark would easily be the worst Stark child, despite the fact that he's the most powerful. He might have stepped up quite admirably in season 6, after being left out of season 5 entirely, but his works were a catalogue of mistakes that cost people their lives. And what he did to Hodor is among the most unforgivable acts in the whole show.

Which is not to mention the fact that he has probably doomed the world of men by allowing the White Walkers past their traditional boundary. So not a great recent track record.

The problem with Bran is that he's just a bit boring. He might be a super-powerful mage sort of thing now, but he has to rely on other characters to survive, and until he joins up with the rest of the Starks, he's just going to float around getting into mischief. Presumably, he'll become more important again, but for now, he's just not that good.
