4. Failed To Prevent Star City's Destruction And Lian's Death - Cry For Justice
In the Justice League story "Cry for Justice" several Justice League members leave the League due to disagreements on how to best deal with all the supervillains they battle in a seemingly endless cycle. Shortly after members leave the Leauge, the villain known as Prometheus launches a deadly attack.
When captured, Prometheus unveils his final plan, to detonate devices across the globe that will send the beloved cities of League members into a sort of time void where the innocent civilians will live but be lost to their heroes forever. His only demand is to be released.
The heroes obviously refuse at first, until the first device goes off. Green Arrow's own Star City is targeted first, but the device malfunctions. Instead of sending the city to the time void, the city is leveled. Oliver returns to the ruins, finding the body of Red Arrow's daughter Lian crushed under a building. Prometheus is let go and the devices deactivated.
Prometheus is quickly hunted down and murdered by the enraged archer, with an arrow between the eyes. Red Arrow blames Olie for being too slow to save his daughter and the two separate. Black Canary leaves as well because of the hooded archer's cold-blooded murder of Prometheus.
In the end, no one truly won. A city was destroyed, lives ended, all because Star City's "protector" totally, completely, and irreparably failed his city.
