3. Doug Stamper
Doug Stamper was the House Of Cards equivalent to Brute. He was loyal, he was unwavering, and ultimately he was the one to strike the fatal blow to Frank.
Michael Kelly's performance has Frank's number 2 was brilliant through the run of the show, although with Spacey's sudden departure his existence suddenly became a problem.
It was obviously a hard task to write out a character like Frank Underwood and make it all seem like it was part of the plan all along, the writers did their best to shift everybody else around that, but Doug just became too difficult to pull out of Frank's pull. For years Doug and Frank had been a formidable team in getting what they wanted, however, with Frank gone Doug was just expendable.
That said, at his best Doug was a phenomenal character that Frank actually cared for, which is why they worked so well together. For years they sowed political division in the dark and prospered because of it. If the series was given its original ending we're sure Doug would have been relevant right up until the end.
He deserved a better ending than being stabbed by Claire in the Oval Office, which was clearly done for shock value.
