6. Black Canary

The Canary mantle was first held by Sara Lance back in the show's second season, and after her death in season three, Laurel picked up the torch, carrying on her sister's legacy as the Black Canary, a role she held until her own death near the end of season four. Enter Dinah Drake, a metahuman Team Arrow tracked down in season five and recruited to become the new Black Canary.
Nowadays, she's also a police lieutenant for Star City, but unfortunately doesn't have the kind of deep connection to most of the team that, say, Laurel had, with her closest friend being Diggle. Unfortunately, though the recent reveal that Vigilante is her former, thought-deceased partner and lover has given her a subplot of her own, we still don't really know Dinah in and out. Her lack of characterization and social interaction with her teammates has meant that the Black Canary feels more like an accessory than a necessity at this point, which is a disservice to her character.
Team Arrow is padded out enough as it is, and if Arrow is going to keep shortchanging such a big character like it did when Laurel was still alive, it could do wonders to her character by making her a Legend. Not only would it be interesting to see the dynamic between Sara and the woman who essentially replaced her sister, it would give Dinah - and actress Juliana Harkavy - the chance to loosen up and have fun so that Black Canary can truly shine.
