5. Ragman

Introduced at the outset of the show's fifth season, Rory Regan's Ragman persona was born from the nuclear event that destroyed Havenrock at the end of season four. Saved only by the rags of Devarim from the fate that befell his family, friends, and city, Ragman came to Star City looking for revenge, only to inevitably join Team Arrow and focus his vengeance on doing good.
Eventually, though, Ragman's effort to stop another bomb saved lives at the cost of losing his rags' powers, which caused a now powerless Rory to leave Team Arrow. Exiting with the promise that he'd work on a way to restore the rags, he hasn't been seen since, and though it's only a matter of time before he does inevitably return, one has to wonder whether his presence would be permanent on the already-bloated team in Star City.
Like Dinah, Rory would undeniably benefit from joining the Legends instead. With no one left in his life - former allies aside - Rory could find a new "family" in the team and discover a real place for himself in the world. On top of that, his mystical abilities would help him stand out, while providing the opportunity for him to learn more about what the rags (and he himself) are capable of by traveling through history.
