8. Howard 'Bunny' Colvin
The man who legalised drugs in Baltimore, Bunny was an idealist who became tired of what he felt was pointless bloodshed and avoidable deaths surrounding the drug trade. Creating three areas within his district that would be a safe zone to sell drugs, 'Hamsterdam' as it became known was the primary focus of Season Three of The Wire.
Bunny was a likable major in the Western District, he had a positive effect on his men including Ellis Carver who he helped to shape into a far more efficient officer. Bunny hoped that Hamsterdam would have an equally beneficial effect on the community as it reduced violent crime in his district and improved the safety of his civilians.
Unfortunately, his plan was discovered and Bunny was forced into retirement. Sometime later, still looking to make a difference and help others, Bunny found himself in a middle school attempting to aid the 'corner' kids from falling into a life of crime. He became close to Namond Brice, a struggling kid with a legacy of a violent Barksdale enforcer in his father to live up to. Eventually, Bunny adopted Namond and gave him a better life. He may have aimed too big with Hamstedam, but Bunny still managed to make a difference in the end.
