11. Clifford DeVoe

Unlike previous entries on this list, Clifford DeVoe was a very interesting antagonist, and served as a welcome change for The Flash as it headed into its fourth season. He had the fastest brain alive and could out-think the Scarlet Speedster without blinking, but there was so much more to him than that.
Sick of the modern era, he wanted to enlighten the world and free them of their tainted minds. But as he became obsessed with knowledge, we discovered that he wanted to erase human functions, memories and most importantly emotion from everyone's lives so he could teach them the way of the new world. And around three-quarters through the season, he had become a mindless dictator who simply wanted to take over the world and enforce his own vision upon the supposedly uneducated.
On paper, The Thinker's plans sounded like they could have given The Flash its best season yet, but even with his interesting arc and a perfect performance from Neil Sandilands, the show couldn't maintain the standard for long. Though he was built up well, the execution of his storyline and ultimate defeat were major disappointments.
