12. Rhea
Appeared In: Supergirl (Season 2)
Portrayed by Superman legend, Teri Hatcher, Rhea was the queen of destroyed planet Daxam and the mother of Mon-El. Like many Arrowverse Big Bads, Rhea was spurred on by a mixture of grief and vengeance. While this made her somewhat relatable, the writers failed to realise that it isn't enough for a character to be seeking revenge or power. We need to know more about them first in order to truly care about their desires, and this is where Rhea didn't succeed.
We knew that she was angry about Daxam's destruction, and the fact that Krypton was the cause of it. But the way in which the character was written ultimately let her down. She rarely showed genuine emotion or heartbreak and always chose to be the typical high and mighty queen that punishes all who oppose her — including her own husband. Was she badass? Yes. Was she a force to be reckoned with? Yes. Was she deep? Undecided.
Hatcher sizzled on screen and had some beautifully sassy exchanges with fellow TV legends Calista Flockhart and Lynda Carter. But due to an underdeveloped goal, Rhea often came across as a one-dimensional figurehead who simply wanted to kill everyone in her path.
