So here we go. Rios, Auntie Raffi, and Picard sit down with Agnes and Soji and spell out the plot of Star Trek: Picard:
About 200 or 300 thousand years ago, somebody moved eight suns together, put a planet in the middle, and placed a warning there: The Admonition. The warning says this somebody created artificial life, it evolved, and it did not go well. Apparently these people believed there was a threshold of synthetic evolution and they crossed it.
Rios compares this threshold to the warp threshold that Zefram Cochrane crossed in Star Trek: First Contact, prompting the Vulcans to come visit Earth in 2063. Only when the synth threshold is crossed, the Destroyer shows up. Remember what Ramdha said in "The End is the Beginning" and "Absolute Candor": During Ganmadan, the "Day of Annihilation", shackled demons will break their chains and answer Seb-Cheneb's call, bringing about the destruction of all life everywhere.
Raffi says the appearance of Soong-type androids some 30 or 40 years ago (more like 60 since Data was in his 30s when we met him) got the attention of the Zhat Vash and they installed the half-Romulan, half-Vulcan Oh in Starfleet to stop the research and development of synth life.
All this is to say, Raffi was right along. The Romulans were behind the attack on Mars. Surprised?
