4. Narissa
Had Narissa not died at the hands of Seven Of Nine, there would probably have been a riot after she killed Hugh. And that is precisely why her death ranks so high - because it felt good.
Narissa was such a ball of malevolence that her evil transcended the justification of her people's fears (i.e. what drove her masters and her brother). She seemed to take way too much pleasure in doing her duty, suggesting her evil came before it was entitled, as it were.
In the end, she's just about to use the Borg weapons systems to destroy Picard and his ship only for Seven Of Nine to go all Ripley/Molly Weasley and send her packing after a fist fight.
Of course, because we didn't get to see her die on screen there's a chance she might pull the old Palpatine routine and turn up again, but let's hope not for everyone's sake.
