In episode three, Sam, Bucky, and Zemo uncovered the truth of how the super soldier serum had been recreated 80 years after Dr. Erskine's experiment on Steve Rogers. Dr. Nagel confirmed that he was able to reproduce it based off samples of Isaiah Bradley's blood before it was stolen by Karli Morgenthau.

As soon as it was confirmed that he had made 20 vials of serum, the threat of even more super soldiers being created became apparent. There had so far only been eight Flag Smashers confirmed to have taken it, which left 12 vials unaccounted for.

Episode four confirmed that Karli was looking to expand her crew with more super soldiers, however Zemo was able to put a stop to this when he smashed all but one of the samples. The one he missed ended up in John Walker's pocket, and eventually his blood.

It was one thing for John to lose in a fight to a group of super soldiers, but when the Dora Milaje kicked his ass too, he felt like it was something he needed to do. One quick conversation with Lemar later, and the new Captain America was a super soldier, now with the power to fight back against the Flag Smashers.
