7. Karli Morgenthau
When the series first started, Karli Morgenthau and her Flag Smashers had the potential to be something more than the typical MCU villain. She was fighting for a cause that was genuinely affecting millions of people across the planet, and it was easy to sympathise with her and her cause.
She was incredibly powerful, both physically and in terms of her organisation's reach and resources, but as she went on, she seemed to devolve as a villain somewhat. Instead of continuing her commendable Robin Hood approach, she was driven to murder seemingly for the sake of it, giving the flimsy, generic excuse that it's the only language people will understand. Sam proved her wrong in the final episode when he did more to help her cause with one conversation than she actually did over the entirety of the previous five episodes.
Ultimately, Karli had the benefit of the potential for more screen time and development than many other MCU villain, but much of it was wasted.
Supposedly a lot of her story had to be cut due to the worldwide pandemic, so it's perfectly reasonable to think that without this interruption Karli could have been a much greater villain. Sadly, as it is, she will go down as one of the weaker MCU antagonists in recent memory, despite the supreme acting talents of Erin Kellyman.
