20. Julian Albert
If you were one of the people who found it hard to see anything other than Draco Malfoy when you looked at Julian Albert, the character's arrogant attitude certainly didn't help differentiate the two Tom Felton characters. However, as we came to know more about Julian, his real personality shone through, and it turned out that he was actually a really decent guy.
A side-effect of Barry's timeline-meddling in Flashpoint, he showed up in Season 3 without an introduction and it didn't take long for the Scarlet Speedster to deduce that something was off. And though Julian himself was completely unaware of it, he was actually the villain known as Dr. Alchemy.
Julian's single season on the show makes him a hard character to judge. Though there was a good heart underneath that arrogant exterior, which saw him becoming a loyal member of Team Flash and falling in love with Caitlin in the process, he wasn't given enough time to truly develop and that, along with his underwhelming off-screen departure, prevented him from living up to the heights we hoped he would.
