Yes, it's been established the Zoom wants to be the only speedster left alive in the multiverse, and that he will stop at nothing in order to make that happen. But while that's his grand plan, and the one that'll bring him into conflict with Barry, there seems to be more to it than that. He's captured Harrison Wells' daughter, but not just so he can steal her speed (as mentioned previously, it's not yet clear whether she even has her powers yet). He tells Jesse Quick (or whatever alias she might be going by at this point), that what happens to her and her father is "still to be decided." That indicates he has plans involving both of them, which are subject to change. Outside of becoming the all-powerful speedster, what else does he have in mind?
