As The Flash manages to get back to present day S.T.A.R. Labs, hes closely followed by the Time Wraith. The logic here is that he told past Cisco and Caitlin about it, which shouldve hopefully given them enough time roughly a year to come up with a way of stopping the Time Wraith that was about to land in present-day Central City.
Only Ciscos plan doesnt work.
Luckily for Cisco and Team Flash, out of the shadows steps Hartley Rathaway to put down the haunting figure. Yep, due to Barrys actions in the past, Hartley is now a bona fide pal of Team Flash.
Is he a full-time member of the core group? Seemingly not. But he does now have some sort of working relationship with the team in the present rather than being a no-good rogue whos rightfully locked up somewhere. In fact, Hartley has even fixed the strained relationship that he had with his parents.
