Many readers might be surprised to see Toby on this list, let alone seeing him outrank a lot of fan-favourites, but there are a distinct set of reasons why this character is one of the more entertaining names in the series.
If Oscar was a subtle embodiment of the boring work colleague archetype, then Toby was the complete real deal. The dry tone of Paul Lieberstein, combined with the characters lack of personality, made this role so monotonous, which gave him a great place in the narrative.
Some characters purely exist to bring something out of the rest of the cast, which makes them seem unimportant. While that would typically be a detriment to a character, it works for Toby as he's the complete personification of this archetype, and doesn't try to be anything else.
Toby Flenderson almost feels like he'd be more at home in the original UK version of the series, as a tonne of his comedy comes from quiet and awkward moments, with a focus on understated humour. He would never be near the top five of this character hierarchy, but he deserves a place here.
