3. There's A Secondary Antagonist

Whether intentional or not, the show will introduce human villains the same way The Walking Dead did, but rather than it being malevolent individuals like David Morrissey's Governor, the point here is that the government are covering up the outbreak. With rumours rising about the walkers and sightings no doubt becoming more of a frequent part of the show, it would seem that the Californian Center for Disease Control and Prevention respond to those claims by dispelling the rumours and categorically denying that the dead are indeed rising. Could that really offer Noah Emmerich a chance to reprise his role and give Robert Kirkman his long-suggested desire to extend the CDC storyline he regretted hitting too early in the main show? Quite how long the urban legend of the dead rising will play out before the attacks become more prevalent remains to be seen, but it looks like the pleasure of the show (and perhaps its frustrations) will be in the long, slow tease.
