9. Brock Lesnar (August 2014-March 2015)

Two years after his return to WWE and just a few months after he killed The Undertaker's Streak, Brock Lesnar achieved his destiny and won his fourth WWE Title over a decade from his last win.

The Beast was a hot property at the time, with a star presence unlike anyone else on the roster.

This would have made him a perfect champion... if he'd actually turned up.

During his 224 days with the belt, Lesnar defended the title just three times. To be fair to him, two-thirds of those matches were excellent: a triple threat with John Cena and Seth Rollins at Royal Rumble 2015 and his WrestleMania 31 match against Roman Reigns ft. a Rollins run-in. 

His singles match with Cena at Night of Champions was meh, but hey, you can't win them all. 

If Lesnar had been available for more matches during his reign, then he'd be much higher up this list. However, even with this notable handicap, he still felt like a big-time champ and wrote the blueprint for all future part-time championship reigns to come.
