It's never good when a WWE pay-per-view fails to sell out, and it's even worse when it's one of their traditional four tentpole events. The 2009 Survivor Series took place in Washington DC's Verizon Center, pulling in a mere 12,500 fans. For comparison's sake, SummerSlam 2005 was held in the same building, and the Hulk Hogan/Shawn Michaels main event brought 15,700 to the venue.

The Wrestling Observer reported that WWE reduced the lower-tier ticket prices to $20 in the run-up to the show, in order to encourage walk-up sales at the box office. Given how much it costs for parking at major events like that, that's a helluva discount.

Overall, the sparser crowd reflected what seemed to be a genuine lack of interest in the particular event, which will be discussed further down this list.
