10 Great Superstars Who Will Never Be WWE Champion

8. Stardust

When Cody Rhodes came within inches of winning the Money in the Bank briefcase, it appeared as if the underrated Superstar was finally getting the push he deserved. After all, he impressed the WWE Universe so much in that match he was getting cheered despite being a heel at the time, and a later tag team run with his brother Goldust in A+ matches with The Shield made it clear that he was a star in the making. Unfortunately, it was shortly after that that Stardust came along. Cody is wildly entertaining in the role and has done some amazing work as the character, but being stuck with a gimmick like this isn't a good sign, and the lack of interest from WWE Creative in terms of a proper storyline for him doesn't bode well for the future. Right now, Stardust appears to be locked into being a midcard comedy act at best. He's still young of course, so things could change over the next few years. Rhodes is a talented guy, but he needs to hope that Stardust doesn't have the longevity of Goldust because it would be a great shame to see him stuck in this role forever despite how much fun he's clearly having with it. Right now, Stardust has such a directionless place on the card, there's just no way he could ever compete for the WWE World Heavyweight Championship and be taken seriously. Cody certainly had a chance, but even that seems unlikely given that he never really come close to the title in the years he spent with the company.
