5. Rush
Rush is the current ROH World Champion, but since ROH is deep into its LOLROH phase, that doesn't tie him to the company: he is the second consecutive ROH Champion, following Matt Taven, to reign with the belt in the same year his contract expires.
ROH is in a strange position: it can afford to offer very lucrative deals - on par with or superior to AEW, according to murmurings on Wrestling Twitter, backed by its immensely wealthy owner Sinclair Broadcasting - but there's little if any impetus for the talent to sign beyond the obvious financial benefits. To put the company's wild woes into perspective, ROH in the same year has (technically) sold out Madison Square Garden, and will draw a meagre, three-figure crowd for its flagship pay-per-view Final Battle.
Rush has several options, and he will need some persuading to take the WWE route. Rumour and innuendo has it that Andrade, a close friend, has advised Rush not to sign, although, since that story broke, Andrade has received a rare, sustained push on RAW. His association with WWE has improved his personal life, if nothing else.
Rush, and the cynicism has intensified in writing the very first word of this sentence, is very well-positioned to replace Rey Mysterio full-time.
