Joe E Legend's brief time as "Just Joe" is perfect for lists like this, because barely anybody talks about the guy's run as a locker room rabble rouser in 2000. His character was as peripheral as you're gonna get, but it did have serious potential and could've gone somewhere had it been handed to somebody the WWF believed in.

Fingers crossed Triple H was a secret admirer.

A wrestler who listens in on conversations and then deliberately snitches on others could work these days. It'd certainly give the writers an excuse to pad Raw's three-hour length with various segments and promos dedicated to this behind the scenes troublemaker who delighted in causing problems for his peers.

It really doesn't matter if the worker in question is on the male or female side either. WWE would just need to be careful not to revert to type with the latter by casting yet another bitchy women's division heel. That's a little tired.
