9. The Roman Reigns Issue

Following Roman Reigns's Wellness Policy violation in June, WWE's higher-ups realized that the only way they could ever hope to get the former WWE World Champion over as a babyface would be by taking drastic measures. Those measures, they decided, involved bumping him down to the midcard for a while. After losing in the Shield triple threat match at Battleground, then putting over a debuting Finn Balor, Reigns started feuding with Rusev for the United States Championship.

A few months later, Reigns and Rusev are still feuding, though Reigns is the U.S. Champion and their program is set to end at Hell in a Cell. Still, the whole "making Reigns a midcarder" thing didn't exactly materialize. Yes, he's holding the Raw brand's secondary title, but over the course of the past couple of months, he still be the centerpiece of programming.

Reigns often closes and opens Raw, he gets long segments, and he wins all of his matches. By contrast, Universal Champion Kevin Owens is often made to look much, much weaker... but we'll get to that.
