WWE stars, as part of the independent contractor agreement, are financially responsible for designing and creating their own gear.
This is why you read stories about Vince McMahon blowing a gasket after the fact. He hated the beautiful white gear worn by Seth Rollins at SummerSlam 2015, which is why you haven't seen it again. WWE won't tell you this because it's another terrible look for a promotion roundly criticised for its sh*tty approach to worker's rights. It gets worse - and funnier - in the case of Lio Rush's 2019 return to NXT.
Here's what (probably) happened: the NXT production team misread Lio Rush's 'Man of the Hour' shtick not as an initialism but the word "moth," and plastered his tron with images of the insect. A bemused Rush, per a recent appearance on Talk Is Jericho, thought he was to play a moth of some kind. Ahead of an NXT Cruiserweight Title match, he designed and paid for an outfit with wings and a mask. Triple H, scrambling for his comically inept team, told Rush that he had taken it too literally and told him not to wear the gear.
Rush was out of pocket because some knackers couldn't identify some dots.
It's no wonder these idiots lost the war.
