This was an absolutely terrible idea, but those words in sequence - absolutely terrible idea - should, by rights, as an extreme, create something of interest on an unconscious level.

This was an absolutely terrible idea because the execution could only have been punishingly tedious, and it was. Pitched, presumably, because Chairs rhymes with Stairs, if they didn't technically rename the pay-per-view after this abomination, it was considered a strong enough attraction to lead the marketing with.

The object of the Steel Stairs match was to win, but you could use stairs. You could use the weapon most difficult to pick up in kayfabe, but not as effective as a steel chair, which is easier to pick up and use.

It rhymed with "Chairs".

At least if this were a Chairs match - another rotten match concept - it might have been basic but violent enough. It was difficult mustering the effort to care about the end of that sentence, but it might not have been as sh*tty.

Incredibly - or not, as is increasingly the case - WWE did it worse some years later...
