Otis should not be turning heel, by any means. However, the comedy gimmick can only take him so far, and this series of setbacks could be the key to unlocking his true potential. A more focused, ruthless Otis, going after what he wants instead of being satisfied with what he has is an interesting, fresh dynamic for him, and one more way for fans to get behind him... if they weren't already.
His charisma is undeniable, and there were clearly plans at one point to have him in and around the world championship picture. Building him up with a long chase to a secondary strap would be a massive release, and a huge spotlight moment for both Otis and the title.
