Only after both guys have kicked out of a few finishers, because that's the blueprint for main event matches in the modern era. WWE/TKO would need some assurances from Reigns that he plans to come to school more often than he normally does should he win the belt. Raw is in dire need of some more energy, and he could bring that if he's willing to fly in more than once every couple of months.
