1990 wasn't exactly a stellar year for WWE at the box office, and match quality wasn't particularly in high supply either. 

What the company still had though, was an abundance of over talent and a healthy amount of gimmick matches to present them. The Survivor Series was a useful purpose-server in the era of four annual pay-per-views, and this one match hiding a quality Bret Hart/Ted Dibiase singles match behind a now-legendary Undertaker debut was a credit to the thoughtful and focussed agenting.
