A carny con by the wrestling promoter that had spent half a decade pretending he wasn't one, This Tuesday In Texas was a pilot for a concept that didn't really get off the ground until long after WWE started going monthly with their supershows.

The Survivor Series morphed into an extended advert for this, which itself was used to promote the Royal Rumble rather than deliver anything definitive. WWE were growing a little desperate to arrest a concerning decline, and it was showing.
