4. Make Paul Heyman His Manager
If you had to talk about a weakness of Orton, the first thing that most people would mention is that he's not the greatest in terms of his promos. That's fine. Not everybody can be Ric Flair or The Rock when it comes to that. It's not like he's an awful talker, but clearly that's an area of his game where he's missing something. Since he's not the best at promos, the solution is simple: give him the best guy at delivering promos in WWE. That's Paul Heyman. Orton doesn't really need a manager to get over, but he might need it to stay as one of the top heels in the company. That's why Heyman would be an asset to him. It's the same way CM Punk didn't need Heyman, but his presence certainly helped. The best use of Orton is when he's a vicious, selfish jerk. We don't need to hear giving five minute speeches about how great he is. Let Heyman do that. Nobody's better at it than him.
