9. Rusev (US Champion)
Where wrestling fans always seem to be looking for new and original ideas, many fans were completely fine seeing WWE simply revert to something that worked in previous years: Rusev as United States Champion.
His second run with the strap went almost exactly like his first, running through patriotic mid-carders and building on his brutish, foreign heel gimmick. The reason this title run didn't have any real impact is because just like the first go-around, Rusev would lose it in an encounter with a relegated main-eventer. Where his first reign ended in a marquee 'Mania feud with John Cena, with Cena going on to have one of the greatest US Title runs in recent memory, Rusev's 2016 title exploits would end with him dropping it to a 'disgraced' Roman Reigns who would unintentionally act like the antagonist for the whole feud before taking the title and doing nothing with it.
Without the US Championship it's unlikely Rusev will be in any more favourable a 'Mania spot as he was in Dallas, which is a damn shame.
