7. The General/Anarky

The General-Ulysses Hadrian Armstrong-first began his comics career in 1992 as an enemy of Batman. But after a few appearances, he mostly disappeared.

Until 2008, that is, when he returned as a new version of former Batman character Anarky.

This new version of the General is stronger and a much better fighter. In his best story arc, Anarky manages to capture Robin while hatching a plan to kill of all the gangs currently operating in Gotham City. His goal, to create more violence and chaos, appropriate for a character named Anarky.

Best Moment

Anarky makes his mark in the DC Universe when he captures Robin and imprisons him in a warehouse. Robin eventually escapes, but suffers serious burns in doing so. And it takes not only Robin, but the help of Spoiler, Commissioner Gordon and several of Gotham City's most notorious gang members to eventually take him down. 

Anarky, though, is only defeated after setting off a bomb that kills his own brother and sister. Of course, Anarky blames Robin for this.
