When it comes to Rogues Galleries, very few rival that of Batman across all of comic book history. The reason for this might be due to the fact that Batman is responsible, in part, for their creation. Somehow, they all lead back to him.

Someone like The Riddler gets overlooked a lot, yet while he often tries to puzzle Batman, he'll murder anyone who gets in his way, including his own daughter. Batman also battles an Eco-Terrorist like Poison Ivy, a man who uses fear to aide his evil in the Scarecrow, and even his former friend, the former district attorney Harvey Dent, who became Two Face.
