Like 'Injustice' before it, Superman/Batman Public Enemies isn't a straight forward story of Lex and Clark as it has everyone's favorite billionaire who dresses like a giant bat involved but it still deserves its place on this list as it shows what happens when someone that is as hell-bent on destroying another, as Lex is with Superman, gets the ultimate power of the Presidential office.

Lex is the big kahuna, the top dog, the...er...head cheese after he runs for President and wins. His first edict is to declare the World's Finest as Public Enemies #1 and the way he justifies his actions is to blame Superman for a giant asteroid of kryptonite that is heading towards the Earth and if this isn't enough to sway opinion against him, he has Metallo murdered and pins the crime on Kal.

Obviously, the two heroes aren't going to take this laying down and they set out to prove that it's actually Luthor that the planet should be afraid of and not them.

This is something they eventually achieve, even though they have to go through Lex's own group of Superheroes to do so, and with the truth out Lex's is carted away to face trial for his crimes.
