7. Iceberg Lounge

Doctor Doom Latveria
DC Comics

The Iceberg Lounge may be one of the hippest nightclubs in Gotham with a very exclusive clientele, but it is also a front for the criminal activities of crime boss Oswald Cobblepot, aka The Penguin. From his private office/dining room upstairs, Oswald can monitor the whole club and listen in on every conversation.

Because it is such an open secret that the Iceberg Lounge is far from a completely legitimate business, the heroes of Gotham City often break into the Penguin’s offices to get information from him, often forcefully. Even though Oswald employs a trio of waitstaff/henchpeople - Jay, Lark, and Raven - they often end up on the floor. Slam Bradley once broke in looking for answers about Hush, and when Batman was missing, both Robin and Batgirl beat the Penguin to get information.

Intergang began using the Iceberg Lounge as a meeting place as they made moves to take over Gotham, much to Penguin’s dismay. His criminal colleagues Killer Croc, Mr. Freeze, and Man-Bat used the Lounge as a point from which to eliminate Intergang and retake control of the city. Elsewhere, during Cataclysm, Cobblepot provided necessary supplies and food to the beleaguered populace... for a price.
